A real risk is a specific entry in the summons register tied to your identifiers and a specific official refusal from the Federal Tax Service, Rosreestr, the State Traffic Inspectorate, or a bank citing an article of law. Action is needed here: either fulfilling the duty to appear or appealing if there are grounds.
A false alarm is a bank refusal “for internal reasons” that a bank employee verbally explains as being due to a “summons,” but without an official document. Without an entry in the summons register and without a written refusal citing a legal act, this may be a different issue, such as poor credit history or anti-fraud controls.
How restrictions are lifted
- The main method is appearing at the military enlistment office within the set period. After the appearance and an entry in the register, the restrictions are lifted automatically.
- If there are valid reasons for non-appearance, such as illness, a business trip, or caring for a relative, the reasons must be documented.
- If the entry is erroneous, it can be appealed to the military enlistment office and then in court under the Code of Administrative Court Procedure of the Russian Federation; if the appeal is granted, the restrictions are lifted.
- If a person is removed from military registration on legal grounds, such as age or medical unfitness, correcting the status in the register lifts the related measures.
